Is Maui relief being held hostage?

Hawaii State Rep Diamond Garcia accused the White House of holding Maui relief hostage.

According to Garcia, the White House has asked for Congress to authorize $12 Billion in emergency funding for FEMA under the pretense that some portion will be used to provide relief to Maui. However, the proposal also includes a staggering $24 Billion for Ukraine. The White House proposal is for $40 Billion in total.

In other words, Congress is being asked to approve $24 Billion for Ukraine for Maui to get relief.

This claim is supported by US Senator Marco Rubio, who stated, “President Biden is holding Floridians, and other Americans, hostage by tying critical domestic disaster relief to foreign military aid.”
