Why aren't foreign criminals deported?

A Turkish migrant, identified only as “Berhan S.” allegedly climbed over a fence to get into a school in the Neukölln neighborhood in Berlin. Then he stabbed two female students, aged seven and eight, who were playing table tennis in the school yard. The victims were seriously injured and barely survived.

The thirty-eight year old perp is said to have an extensive criminal record, but was never deported back to Turkey. He was even involved in a stabbing in 2009.

Berhan then quietly waited for the police and surrendered.
