Waheed Foster, 41, was previously convicted of beating and stabbing his foster grandmother to death. However, he was 14 at the time, so he only got slapped on his wrists.
Six years later, he stabbed his sister with a screwdriver. In 2010, he attacked three people. Despite being a violent threat to public safety and having known mental problems, he was paroled and allowed to walk the streets again.
