Alleged train rapist was an illegal alien that the courts refused to deport despite a previous sex crime

Who could have guessed he would offend again?

The accused “train rapist,” Fiston Ngoy, is an illegal alien from the Congo who was previously convicted of a sex crime.

Ngoy originally came to the USA as a student in 2012 but has been in the country illegally since 2015.

Ngoy has been arrested several times and has two convictions. He was convicted of sexual abuse in 2017 for an incident in Washington DC. He also has a conviction for drugs.

He was sentenced to 120 days in jail for the sex crime and placed in immigration detention to be deported. However, an immigration court ruled that sexual abuse did not warrant deportation.

Ngoy is now accused of raping a passed-out woman on a Philadelphia SEPTA train. At least ten people witnessed the attack. The woman had apparently gotten on the train after drinking heavily and passed out.

Ngoy was charged with rape and assault. His bail was set at $180k.
