Arrest made in September double shooting that stunned the rural community of Corinth, Maine.
Police say Jawon Owens, 27, traveled from East Hartford, CT, to the otherwise 0.5% Black town, where he killed Scott Roberts, 46, and paralyzed Michael McGregor, 32.
