Oakland is allowing a massive homeless encampment. Some homeless people rip down the copper wiring from the traffic lights, then reroute the electricity to an RV or camper. The solution from the city of Oakland is to replace the traffic lights with stop signs.

Atlanta City Schools used to have that very same problem when vagrants would get onto the roofs of old school buildings and tear out all the copper wires or other materials and sell the copper in exchange for drug money. (I saw this from first hand experience.)
