Anthony Evans, 30, has been arrested dozens of times. He was pampered by the system and continuously placed back on the street. Now the NYPD says he attacked a 59 year old Asian woman with a box cutter. Police describe the attack as unprovoked and motivated by racial hatred.
Evans has been charged with assault as a hate crime and possession of a weapon.
