Lowell, MA, pledges to discriminate against White male owned businesses in new city plan

The City of Lowell, MA, has published a twenty-year city plan that calls for discriminating against businesses owned by the rapidly dwindling White population of the city. The plan states that White have gone from 77% of the city in 1990, to only 41% today.

The second largest group in Lowell is Asians at 22% and Latinos at 21%. By contrast. Lowell was 96% White in 1950 and barely had any Asians or Latinos at the time. 

Economic Goals:

Number of programs/grants and dollar amount in terms of grants or technical assistance to businesses that self-identify as minority-owned.

Establish partnerships and programming to support small businesses with provision of technical assistance, access to funding, and networking for small businesses, with targeted focus on supporting business owners in minority and immigrant communities and start-ups created by local educational institutions.

Increase proportion of minority and women-owned businesses participating in grants and consultation programs.
