On this day, two years ago, Charles Cicalla, 33, was murdered in Memphis, TN, by career violent criminal Kobie Hope.

Five days earlier, Judge Bill Anderson reduced his bond and freed him on major violent felonies. Anderson resigned in disgrace.

On New Year's Eve in 1972, Black Panther Mark Essex began his racially motivated terror campaign by shooting three cops in New Orleans, killing two.

A week later, his murder toll rose to nine people killed and thirteen wounded.

He was eventually neutralized by an army of cops.
