Citizen of China, who can’t speak English, kills one, injures dozens, after New York gives him a CDL.

Police say Huang Yisong was watching videos on his cellphone when he slammed a tour bus into a semi, causing on I-40 in Putnam County, TN.

Kerry Smith, 31, was killed.
