Djbril Ramatoulay has been charged with murdering Sebastian Nocar, 19, inside a Belcamp, MD McDonald’s last Tuesday during a violent shooting rampage.
Ramatoulay was sentenced to 13 years in 2018, but a judge gave him a FREE PASS, suspending the entire sentence!
