April 20, 2026 – Luis Fernando Marquez, 60, Laredo. Texas – Black on White – Road rage

The victim was a pedestrian. Phipps was a motorist accused of shooting him. Police are calling it “road rage.”

Suspect:

Allen Denzel Phipps, 36
